Virginia Beach, VA – Delegate Michael Feggans (HD-97) issued the following statement in
response to the recent termination and criminal charges against three Virginia Beach Sheriff’s
deputies following the release of body camera footage showing their actions against Rolin Hill:
“I commend Sheriff Rocky Holcomb for his swift and decisive action in removing these
individuals from the Virginia Beach Sheriff’s Office, demonstrating strong leadership in
ensuring accountability within his department. However, this tragedy reminds us that we
must remain vigilant in preventing abuse, ensuring transparency, and safeguarding the
rights of all individuals—including those who are most vulnerable while detained.
The disturbing footage depicting the tragic death of Rolin Hill reveals actions that are not
only indefensible but also profoundly violate the principles of justice and humanity. The
fact that Mr. Hill was restrained, handcuffed, and defenseless, yet struck multiple times
in the face and subjected to a prolonged knee on his neck, is a stark and horrifying
betrayal of the public trust. These actions, which caused his death, amount to cruel and
unusual punishment and stand in direct violation of the fair treatment guaranteed under
our Bill of Rights.
In Virginia Beach, we honor and support our brave law enforcement officers who serve
with integrity and respect for human rights. We are committed to ensuring that our first
responders are properly funded and equipped with de-escalation training, mental health
resources, and operational support to continue to create a culture of professionalism and
respect.
At the same time, we must demand accountability and reform to prevent further
violations of justice. The actions of these former deputies undermine the integrity of that
duty and tarnish the uniform of those who serve honorably.”
